Andrew L. Magner

I work primarily with the Energy, Natural Resources and Environmental Law practice group with a focus on utility regulation. Through my experience as a state utility commission attorney and in-house regulatory attorney for an investor-owned utility company, I’ve developed a deep understanding of the complexities of energy law.

I have first-hand experience with utility rate cases, generation facility siting and permitting, electric transmission line and natural gas pipeline siting and permitting, service territory modifications, customer complaints, rulemakings, legislation, tariff design and implementation, utility accounting concerns, and utility policy issues at the state, regional, and federal levels, among other topics. I have provided legal advice and representation in a wide variety of regulatory proceedings and associated appellate proceedings, including briefing and oral argument before the Iowa Supreme Court.

My Approach

I work with clients to identify how to best achieve their goals while managing potential regulatory and legal risks. My aim as an attorney is to provide clear and complete legal advice while recognizing that client goals are broader than just answering a legal question. Utility regulation is a technically complex topic, and I take pride in working with clients to translate complicated issues into accessible regulatory filings.

More About Me

A Cedar Rapids native, I graduated from the University of Iowa in 2012 with a B.A. in Economics and Political Science. I received my J.D. from the University of Iowa College of Law in 2015. During my time in law school, I was an Articles Editor for the Journal of Corporation Law. I was admitted to the Iowa bar in September 2015 and the Minnesota bar in October 2016 (currently inactive in Minnesota).
