Matthew McKinney is a member of BrownWinick and chairs the firm’s nationally-recognized Government Relations practice group. In addition to a robust and award-winning government relations practice, Matt is active in the firm’s litigation and data security practice groups. Beyond his daily practice, Matt frequently works with and consults on election matters and campaigns as well as writes on numerous business law matters. Finally, you may come across Matt as he presents to broad audiences throughout the State of Iowa on data security and privacy matters.
Matthew graduated from the University of Iowa in 2004, receiving his Bachelor of Arts degree in Political Science and the University of Iowa Business School’s Certificate in Entrepreneurship. Thereafter, Matthew received his Juris Doctor, cum laude, from Creighton University School of Law, while also earning certificates of concentration in litigation, and criminal law and procedure. Matthew was the sole recipient of the David A. Svoboda Trial Advocacy award, recognizing excellence in trial advocacy.
Prior to joining BrownWinick in 2010, Matthew worked with Tiffany & Bosco, P.A., in Phoenix, Arizona, on complex litigation matters, including derivative shareholder disputes. Matthew is a former prosecutor, serving the State of Iowa as an Assistant Polk County Attorney under the direction of John P. Sarcone.
Matthew is admitted to practice in state courts in the State of Iowa (admitted 2007) and the State of Arizona (admitted 2008). Additionally, Matthew is admitted to practice in Iowa Federal District Court (northern and southern divisions) as well as in Colorado Federal District Court.
Matthew is an active member of the Iowa and Polk County Bar Associations and serves the following organizations: West Des Moines Chamber of Commerce Board and Executive Committee member (Vice Chairman in 2018); United Way of Central Iowa Policy Cabinet; Greater Des Moines Partnership Government Policy Council; West Des Moines Sister Cities Commission; West Des Moines Historical Society Board; West Des Moines Due Diligence Committee; Heritage Bend Board and President; and regularly assists with numerous campaigns.
Matthew is a graduate of the West Des Moines Leadership Academy, the Greater Des Moines Leadership Institute, and Leadership Iowa. Matt was also recognized in 2014 by the Des Moines Business Record as a “Forty under 40” and in 2017 and 2018 by Super Lawyers as a “Rising Star” in the area of Government Relations.
Julie A. Smith is serving as Of Counsel at BrownWinick, working with the firm’s government relations team and legislative clients of the firm. Besides being Of Counsel at BrownWinick, Julie provides legislative law and public policy services at her own law firm, J.A. Smith Law, LLC. Julie is skilled in legislative law including bill and amendment drafting, political communication and governmental affairs. She also serves as Director of the Legislative Practice Center at Drake University Law School.
Among her varied clients, Julie has served as Legislative and Regulatory Counsel for the Iowa Association of Municipal Utilities and Legislative Counsel for UnityPoint Health. She began her Iowa legislative career as Legal Counsel for the Legislative Services Agency, the nonpartisan agency which drafts legislation and staffs Committees.
Julie is a 1988 graduate of the University of Iowa College of Law, graduating with a J.D. degree, , and a 1984 graduate of Coe College with a B.A. in History. She was admitted to the Iowa bar in 1988.
Julie is a current member of the Johnston Planning and Zoning Commission and was inducted into the Pioneer Lawmakers Association as an Honorary member in 2013.
R.G. Schwarm is a member of BrownWinick's lobbying team with a full-time presence at the Iowa Capitol during the legislative session, representing multiple businesses and interests. Prior to joining BrownWinick in 2014, R.G. worked in a variety of political positions from statewide to local projects including analyzing redistricting efforts from statewide to local projects including analyzing redistricting effects for Congressional and Legislative Districts. His campaign organization experience includes developing winning strategies, executing multifaceted communications plans, coordinating public and media relations, and organizing volunteer efforts.
