Philip E. Stoffregen, Attorney at Law
Philip E. Stoffregen is a member of BrownWinick. Phil's practice is focused on
the areas of
public utility, energy and telecommunications law. Phil has been listed in
The Best Lawyers in America® continuously since 1991 and he is included in the current directory in the
specialties of Energy Law and Communications Law.
A former General Counsel to the Iowa Utilities Board and Assistant Attorney General
in the Administrative Law Section of the Iowa Office of Attorney General, Phil
currently represents clients on a wide range of public utility, energy and telecommunications
litigation and transactional matters, with a special emphasis on state and federal
regulation of entities involved in the provision of electric, natural gas, and
telecommunications services. For over a decade an active sector of Phil's practice
has involved the development of renewable energy resources, particularly wind.
Phil is a member of the Energy Bar Association and sits on its State Commission
Practice and Regulation Committee and its Electricity Regulation and Compliance
Committee. Phil is also a member of the Board of Directors of the Midwest Chapter
of the Energy Bar Association, as well as a member of the Iowa State Bar Association.
Phil received a B.A. in Mathematics and Physics, an M.S. in Mathematics, an M.A.
in Philosophy of Science and a J.D., with high distinction, from the University of Iowa. He has pursued graduate work in engineering economics
and depreciation analysis at Iowa State University, where he also held the position
of Assistant Professor (part-time) in the Department of Industrial Engineering.
He was admitted to the Iowa bar in 1977.
