Philip E. Stoffregen is a member of BrownWinick. Phil's practice is focused on the areas of public utility, energy and telecommunications law. A former General Counsel to the Iowa Utilities Board and Assistant Attorney General in the Administrative Law Section of the Iowa Office of Attorney General, Phil currently represents clients on a wide range of public utility, energy and telecommunications litigation and transactional matters, with a special emphasis on state and federal regulation of entities involved in the provision of electric, natural gas, and telecommunications services. For almost three decades, an active sector of Phil's practice has involved the development of renewable energy resources, particularly wind and solar.
Phil received a B.A. in Mathematics and Physics, an M.S. in Mathematics, an M.A. in Philosophy of Science and a J.D., with high distinction, from the University of Iowa. He has pursued graduate work in engineering economics and depreciation analysis at Iowa State University, where he also held the position of Assistant Professor (part-time) in the Department of Industrial Engineering. He was admitted to the Iowa bar in 1977.
